The Madigan Library is committed to meeting the needs of the College’s students, faculty and staff by providing information and services related to the circulation of materials at the library, access to collections, and assistance in the location of materials.

Lost & Found

If an item is found unattended, it will be recorded in our lost and found. The lost and found is kept behind the Main Circulation Desk; very valuable items or items containing confidential information will be placed in a locked safe for security. If ownership can be ascertained, the patron will be contacted as soon as the item is recorded. At the end of each month, all unclaimed items of some value will be picked up by College Police; items of no value will be discarded.  Proper ID may be required to claim items.

*Students may check out a maximum of ten (10) items total to their library account. They can also only have a maximum of three (3) items overdue at any given time. If either of these maximums occur, the student’s account will be blocked from further checkouts.

**The borrowing period on Course Reserves is determined by the instructor and may be 3 hours, 3 days, 7 days, 28 days, or a semester. Course Reserves must be used in the library unless allowed otherwise by the instructor.

Advanced Media Reservation Requests for Classroom Instruction

To reserve a DVD for use in the classroom, fill out an advanced media request form, email the Circulation Desk, or call ext. 7815.

Borrowing Laptops

Laptop computers are available for loan to part-time and full-time faculty and staff for purposes of off-campus use to support the instructional, administrative, or public relations processes of the institution. These laptops are available on a first-come, first-served basis and may be requested by completing a laptop reservation form. Please allow 24 hours for processing requests. If special software or accessories are requested, please allow 3 business days to process the request.

Laptops can be borrowed for up to two weeks at a time. Laptops must be picked up at and returned to the Main Circulation Desk in the library. A photo ID card must be presented when picking up the laptop.

Charge Materials Using a Proxy

A faculty member who selects a student, secretary, or someone else as a proxy to charge out material for the faculty member's use must present an authorization form, completed and signed by the faculty member, to one of the circulation staff for approval. The faculty member is responsible for any charges.

Information for the Local Community

The Madigan Library offers free memberships to residents of Lycoming County, 18 years and older (proof of residency required), to current students, faculty and staff of higher education institutions of the United States, to Penn College alumni, and to persons affiliated with Penn College through current service on a college board.

If you are interested in becoming a member of the Madigan Library, please download and complete our membership form. Once completed, bring the form and a photo ID to our Main Circulation Desk. Please allow five (5) business days for membership accounts to be activated. In order to check out library resources, you must have completed a membership form. Members must show a photo ID to check out materials. The library may at times give priority service to College-affiliated users and may limit visitors' access to select facilities, collections, and services.

Community members may:

  • Borrow books and DVDs from the main collection
  • Use journals, magazines, newspapers, and reference materials in-house
  • Use the online catalog
  • Use the photocopiers (10 cents per copy)
  • Use magnifiers (available at the Main Circulation Desk)
  • Use headphones (available at the Main Circulation Desk)
  • Use the scanner (available in the reference area)
  • Attend presentations that are open to the general public

 

The following items are not available to community members:

  • Access to computers
  • Access to library databases
  • Instructional collection items
  • Course reserve items
  • Media equipment
  • Interlibrary loan
  • Exhibit/display space

 

Children in the Library

The library supports open access to the Internet and there may be materials inappropriate for young children found in print and electronic collections. For this reason, children 14 years old or younger must be accompanied by an adult while in the library.

Children should never be left unsupervised. Parents are responsible for children's behavior and use of the library materials including access to electronic resources.

Most items may be renewed once by borrowers provided no other user has requested the item.  Renewals may be made by phone, in-person, or online (members cannot renew online; they must call or stop by in-person):

  • Sign in with your PCT credentials
  • Choose My Account from the drop-down menu next to your name
  • Click on the Renew button next to each item you wish to renew

Renewed items are subject to recall at any time. Items needed for the Reserves Desk may be recalled immediately.

Items may be returned at one of the circulation services desks or one of the book drops (one is outside the College Avenue entrance and one is located inside of the ACC).

System generated overdue notices are sent via email when an item is past its due date. All legitimate objections to library charges will be considered. Problems that do not constitute a legitimate basis for consideration are:

  • Lack of knowledge or understanding of library policies;
  • Disagreement with amount or the inability to pay fees;
  • Unwillingness to take responsibility for materials checked out to you and loaned to a third party;
  • Failure to receive or read an overdue notice.

You can review the due dates of all your items by accessing your library account.  Borrower privileges are suspended for users with overdue accounts. A replacement cost plus processing fee must be paid for any items that are not returned, or are damaged. Holds are placed on student grades at the end of the semester if there are overdue items or unpaid bills . Students

  • Students do not receive any overdue fines.
  • After an item is declared damaged or is 240 days overdue, students will receive a bill for $45 per item ($30 for the item plus a $15 processing fee).
  • These bills are firm and the library will not take the item back after 240 days have lapsed.
  • When a bill is generated, students will receive an email stating of such a bill.
  • GRADE HOLDS will be placed on student records at the end of the spring, summer, and fall semesters.

Faculty & Staff

Faculty and staff do not receive any overdue fines.

Community Members

  • Library materials not returned by the due date will be billed the replacement cost of the item plus a $15 per item processing fee.
